Pope Leo the Great writes to to the bishops of the province of Illyricum and forbids them to claim for themselves a cleric of another bishop. Letter 13 of Pope Leo the Great "Grato animo", written in Rome, AD 446.

4. Illud quoque pari observantia ad sacerdotalis concordiae vinculum ab omnibus volumus custodiri, ut nullus episcopus alterius episcopis clericum sibi audeat vindicare, sine illius ad quem pertinet cessione, quam tamen evidentia scripta contineant: quoniam hoc et canonum definivit auctoritas et ipsa servandae unitatis ratio docet; ne omnis ordo ecclesiasticus per hanc licentiam efficiatur instabilis. [...]
 
There follow further exhortations to observe discipline and guard peace. A fuller disciplinary guideline the Illyrian bishops will find in the letter of Leo to the vicar of Rome in Illyricum, Anastasius of Thessalonica. The letter is dated to the eighth day before the Ides of January in the year of the consulship of Aetius (for the 3rd time) and Symmachus (i.e. 6 January AD 446).

4. We also wish that all observe with equal obedience to the bond of the priestly concord that no bishop dare to claim for himself a cleric of another bishop without the cession of the bishop to whom this cleric belongs. This cession shall be expressed evidently in writing because this [rule] is ordered by the authority of the canons and taught by the reason of unity that shall be observed lest all the ecclesiastical order be unstable because of such licence. [...]

The present letter is addressed to the metropolitan bishops of Illyricum - Senecio, Carosus, Theodulus, Lucas, Antiochus and Vigilantius. Leo the Great thanks those bishops for accepting the authority of the Roman vicar in Illyricum Bishop Anastasius of Thessalonica (see also Letter 6 [1664]).
