According to Canon 96 of the Breviary of Ferrandus of Carthage (North Africa, 523/546 AD, repeating earlier norms) a presbyter should be judged by a jury of six or seven bishops.

Discussion:
The Carthaginian council of the AD 390, to which Ferrandus referred, established six bishops as the jury for a presbyter [162], repeating the norm of the council of AD 345/348 [129]; the council of AD 419 said that there should be six or seven of them [237].

Ferrandus was a deacon of Carthage; he died before 546. His "Breviary" is the first systematic collection of canons produced in Africa. It contains the titles (not the entire text) of 232 canons of different councils (not only from Africa), treating mainly the duties of various clerical offices (1-144), ecclesiastical delicts (145-198), and liturgical norms (199-232).
