Canon 38 of the Council of Agde (Gaul, AD 506) decrees that clerics should not travel without the commendation letters of their bishops.
[Titulum secundum cod. A] XXXIX [sic!]. De uacis clericis et monachis uel de abbatibus.
[Titulum secundum cod. R] XXXVIII. Vt clerici et monachi nusquam sine commendaticiis epistolis sui episcopi pergant et de monachis cellonaeis uel monasteria plura.
[Titulum secundum coll. Hispanam] XXXVIII. Vt sine epistola episcopi sui non liceat clericum uel monachum proficisci: et de monachis et abbatibus.
 
Clericis sine commendaticiis epistolis episcopi sui licentia non pateat euagandi.
The rest of the canon concerns abbots and monks.

[Title according to cod. R] XXXVIII. That clerics and monks should on no occasion wander about without commendation letters from their bishops and on the cells of monks or multiple monasteries.
[Title according to the Hispana collection] XXXVIII. That a cleric or a monk should not depart without the letter of his bishop: and on the monks and abbots.
 
Clerics should not be allowed to wander without the authorization of the commendation letters of their bishops.

The Council of Agde was held in September of 506 under the auspices of Cesarius, bishop of Arles, and with the permission of the Visigothic King Alaric. The first 47 canons are considered genuine, since only those are present in the oldest codices. The rest, present in some manuscripts, must have been taken from the other council acts, especially those of the Council of Epaone in 517. This council was attended by 24 bishops, and 8 presbyters and 2 deacons, who represented their bishops. More on the council, see Klingshirn 1994, 97-104.
