Canon 30 of the Council of Agde (Gaul, AD 506) describes the correct order of prayers, and the parts of the Mass that require a presbyter or bishop.
[Titulum secundum cod. A] XXXI [sic!]. Vt collecta dicantur.
[Titulum secundum cod. R] XXX. De hymnis collecta capitella matutinis uel uespertinis custodiendis.
[Titulum secundum coll. Hispanam] XXX. Vt post antiphonas orationes dicantur.
 
Et quia conuenit ordinem ecclesiae ab omnibus aequaliter custodiri, studendum est ut, sicut ubique fit, et post antiphonas collectiones per ordinem ab episcopis uel presbyteris dicantur et hymnos matutinos uel uespertinos diebus omnibus decantari et in conclusione matutinarum uel uespertinarum missarum post hymnos capitella de psalmis dici et plebem collecta oratione ad uesperam ab episcopo cum benedictione dimitti.

[Title according to cod. R] XXX. On the hymns that should be observed after saying morning and evening prayers.
[Title according to the Hispana collection] XXX. That after antiphons prayers should be said.
 
And because it is appropriate that the same church order be observed by everybody equally, it is desired, as it is done everywhere, that: [1] after antiphons the collects should be said according to the hierarchy by the bishops or presbyters; [2] morning and evening hymns should be sung on all days; [3] in the conclusion of morning or evening Masses verses of the psalms should be said (capitella de psalmis); [4] the people should be dismissed by the bishop with a blessing after saying the prayer (collecta oratione).

The Council of Agde was held in September of 506 under the auspices of Cesarius, bishop of Arles, and with the permission of the Visigothic King Alaric. The first 47 canons are considered genuine, since only those are present in the oldest codices. The rest, present in some manuscripts, must have been taken from the other council acts, especially those of the Council of Epaone in 517. This council was attended by 24 bishops, and 8 presbyters and 2 deacons, who represented their bishops. More on the council, see Klingshirn 1994, 97-104.
