Canon 21 of the Council of Agde (Gaul, AD 506) permits clerics to celebrate Mass in private oratories with the exception of major feast days.
[Titulum secundum cod. A] XXII [sic!]. Vt certe festiuitatis in publicam ecclesiam non in oraturiis teneantur.
[Titulum secundum cod. R] XXI. Si qui clerici uel laici diebus festiuitatis extra sacerdotes permissio in oratoriis missas tenere praesumpserint.
[Titulum secundum coll. Hispanam] XXI. Vt solemnitates maiores in ciuitatibus celebrentur.
 
Si quis etiam extra parrocias, in quibus legitimus est ordinariusque conuentus, oratorium in agro habere uoluerit, reliquis festiuitatibus ut ibi missas teneant propter fatigationem familiae iusta ordinatione permittimus; Pascha uero, Natale Domini, Epiphaniam, Ascensionem Domini, Pentecosten et Natale sancti Ioannis Baptistae, uel si qui maximi dies in festiuitatibus habentur, nonnisi in ciuitatibus aut in parrociis teneant. Clerici uero, si qui in his festiuitatibus quos supra diximus, in oratoriis nisi iubente aut permitiente episcopo missas facere aut tenere uoluerint, a communione pellantur.

[Title according to cod. R] XXI. If clerics or laymen dare to say Mass on feast days in an oratory without priest's permission.
[Title according to the Hispana collection] XXI. That major feasts should be celebrated in cities.
 
If someone wishes to have an oratory in the countryside, beside parishes in which a community was legitimately constituted, we permit the celebration of Mass there, according to the regulations, on regular feast days, lest the families suffer from fatigue. However, the feasts of Easter, Christmas, the Ascension of Christ, Pentecost, the feast of the birthday of Saint John the Baptist, and other major days, should be celebrated only in cities and parishes. Clerics who would like to celebrate Mass in oratories on the feast days that we have mentioned above, unless it was commadned or permitted by bishop, will be banned from communion.

The Council of Agde was held in September of 506 under the auspices of Cesarius, bishop of Arles, and with the permission of the Visigothic King Alaric. The first 47 canons are considered genuine, since only those are present in the oldest codices. The rest, present in some manuscripts, must have been taken from the other council acts, especially those of the Council of Epaone in 517. This council was attended by 24 bishops, and 8 presbyters and 2 deacons, who represented their bishops. More on the council, see Klingshirn 1994, 97-104.
