Canon 2 of the Council of Agde (Gaul, AD 506) grants the right to correct stubborn clerics to bishops. Clerics neglecting their duties should do penance, during which they could only receive peregrine communion.

Contumaces uero clerici, prout dignitatis ordo permiserit, ab episcopis corrigantur; et si qui prioris gradus, ut elati superbia, communionem fortasse contempserint aut ecclesiam frequentare uel officium suum implere neglexerint, peregrina eis communio tribuatur; ita ut cum eos paenitentia correxerit, rescripti in matricula gradum suum dignitatemque recipiant.

Stubborn clerics, just as the order of dignity allows it, should be corrected by bishops. And if some [clerics] of higher grade, exalted by pride, hold communion in disdain or neglect to visit church or perform their duties, they should be granted [only] the peregrine communion (communio peregrina). Thus, when the penance will correct them, enlisted once again in the register they will receive their grade and dignity.

The Council of Agde was held in September of 506 under the auspices of Cesarius, bishop of Arles, and with the permission of the Visigothic King Alaric. The first 47 canons are considered genuine, since only those are present in the oldest codices. The rest, present in some manuscripts, must have been taken from the other council acts, especially those of the Council of Epaone in 517. This council was attended by 24 bishops, and 8 presbyters and 2 deacons, who represented their bishops. More on the council, see Klingshirn 1994, 97-104.
