Canon 1 of the Council of Angers (Gaul, AD 453) forbids clerics from seeking justice in secular courts, moving to another place without the bishop`s permission, or travelling without commending letters.
I. De id ut contra episcopalem iudicium clericis non liceat prosilere.
 
Primum ut contra episcopale iudicium clericis non liceat prosilire neque inconsultis sacerdotibus suis saecularia iudicia expetere, sed nec de loco ad alium sine episcopi permissione transire, nec sine commendaticiis sacerdotum suorum litteris commeare.

Canon 1. That it is forbidden for clerics to disregard episcopal judgment.
 
In the first place, [we decree] that it is forbidden for clerics to disregard episcopal judgment and apply to secular courts without the consent of their priests. They should also not move to another place without the bishop's permission or travel without commending letters from their priests.

The Council of Angers took place on the 4th of October 453. Seven bishops were present: Leo of Bourges, Eustochius of Tours, Victor of Le Mans, Chariation, Rumoridus and Viventius of unknown sees, and, finally, the newly elected bishop of Angers, Thalasius. As we learn from the letter often included in the manuscripts as part of the synodal collection (see [753]), the main purpose of this gathering was the institution of the canons against clerics applying to secular courts.
