The council of Hippo (North Africa, AD 427) prohibits presbyters from selling the property of the Church without the knowledge of their bishops.

Item placuit ut eo modo non uendant rem ecclesiae presbyteri ubi sunt constituti, nescientibus episcopis suis.

It pleased us in the same way that the presbyters should not sell the property of the Church where they are constituted without the knowledge of their bishops.
