Canon 93

The presbyters are not allowed to issue letters of recommendation (formata).

Discussion:

The actual Canon 8 of Antioch (AD 341) says that the "presbyters in the countryside" can issue  "canonical letters", but only to the bishops of neighbouring dioceses, and the chorbishops can issue "the letters of peace" (eirenikas).
