Canon 91

A presbyter should not consecrate virgins and the chrism without the consent of the bishop.
The Council of Carthage, title 43.

(trans. S. Adamiak)

Discussion:

The canon is meant to repeat the previous norms of the Councils of Carthage [135], [229], however, it does not include the reconciliation of the penitents among the activities prohibited to the presbyters, and it allows the presbyter to consecrate virgins and the chrism with the consent of the bishop.
