Canon 11 of the Ninth Council of Toledo (Iberian Peninsula, AD 655) orders bishops to liberate Church servants if they are to be ordained.
Canon 11
 
Quod seruilibus clericis dare debeant episcopi libertatem.
 
Qui ex familiis ecclesiae seruituri deuocantur in clerum, ab episcopis suis libertatis necesse est pericipiant donum, et si honestae uitae claruerint meritis, tunc demum maioribus fungantur officiis. Quos uero flagitii sordidauerint incorrigibilis noxa, perpetua seruitus condicionis religet in catenam.

Canon 11
 
That bishops shall give freedom to servile clerics
 
Those from the household of the Church who are called to serve in the clergy shall receive from their bishops the gift of freedom, and if they afterwards excel in the merits of an honest life, they can hold higher offices. But those who pollute themselves with the incorrigible fault of sin shall be bound anew in perpetual servitude in chains.

The Ninth Council of Toledo assembled in November 655 during the reign of King Reccesvinth (653-672). It was presided over by Eugenius II of Toledo. It was attended by fifteen other bishops, abbots, representatives of absent bishops, and lay palatine office-holders (comites), similarly to the previous council in AD 653, but then the representation of ecclesiastics and laymen were significantly more numerous (see discussion in [650]).
