Canon 8 of the First Council of Orange (Gaul, AD 441) orders bishops who ordain clerics from another diocese to either keep them in their clergy or send them back to their original diocese.
[Titulum ex cod. M] VIII. Si quis alienus ciuis aut alibi consistentes fuerint ordinati.
[Titulum ex cod. A, R] VIII. Si alienum ciuem aut alibi consistentem ordinauerint.
[Titulum ex Collectione Hispana] IX [sic!]. De his qui ciues alienos ordinauerunt.
 
Si qui autem alienos ciues, aut alibi consistentes ordinauerunt, nec ordinati in ullo accusantur, aut ad se eos reuocent, aut gratiam ipsis eorum impetrent cum quibus habitant.

If some [bishops] ordained people from another city (alienos cives) or those living somewhere else, and the ordained are not accused of anything [illicit], [the bishops] should either recall them to [live with] themselves, or obtain for them the forgiveness from [the bishops in whose diocese] they live [i.e. those clerics should come back to their original diocese].

Discussion:

The aim of this precept is to prevent the ordination of a cleric who would then wander around without any episcopal control.
 
This canon is one of the few NOT repeated in the so-called Second Council of Arles (see Munier 1963: 111-130; e.g. [549]).
