Canon 3 of the Ninth Council of Toledo (Iberian Peninsula, AD 655) orders priests and deacons to compose a document every time they remit a loan given from the property of their Church.
Canon 3
 
Si rebus ecclesiae pro praestatione aliquid dari dicatur, causa praestiti cognoscatur.
 
Si sacerdos uel minister de rebus ecclesiae suae quippiam alicui sub praestationis obtentu concedat in serie instrumenti causam praestiti euidenter exponat, ut ex hoc aut iuste confecta transactio innotescat, aut fraus incompetens quae latet, appareat. Aliter uero pro huius negotii causa deinceps scriptura confecta non ualeat.

Canon 3
 
If it is decided to give something from the ecclesiastical property for payment due, the cause of payment shall be known.
 
If a priest or minister concedes something from the property of his Church to someone under the pretence of due payment, he shall explain the case clearly in a series of records so that these documents will either show clearly that the transaction was carried out justly or that it was a hidden fraud. A document produced later for the case shall not be valid.

The Ninth Council of Toledo assembled in November 655 during the reign of King Reccesvinth (653-672). It was presided over by Eugenius II of Toledo. It was attended by fifteen other bishops, abbots, representatives of absent bishops, and lay palatine office-holders (comites), similarly to the previous council in AD 653, but then the representation of ecclesiastics and laymen were significantly more numerous (see discussion in [650]).
