Canon 19
 
De clericis negotia et nundinas sectantibus.
 
Episcopi, presbyteres et diacones de locis suis negotiandi causa non discedant, nec circumeuntes prouincias quaestuosas nundinas sectentur; sane ad uictum sibi conquirendum aut filium aut libertum aut mercennarium aut amicum aut quemlibet mittant; et si uoluerint negotiari, intra prouinciam negotientur.

Canon 19
 
On the clerics who pursue trade and worldly affairs
 
Bishops, presbyters, and deacons shall not leave their places for sake of commercial affairs, or travel the provinces looking for a gain at the markets. However, they can send a son, a freedman, or a hired servant, a friend, or someone else, if it is only to get a sustenance for themselves. And if they want to carry on a business, they should do it within their own province.

The exact date of the council and the nature of the Elvira canons continues to be debated. Vilella and Barred 2006, Villela 2014 argue that it is a late, heterogenous compilation created in many phases between the late 4th century and the second half of the 6th. The unitary view is defended by Sotomayor and Berdugo Villena, in Sotomayor, Fernandez Ubina eds. 2008: 89-114.
