Canon 1 of the Second Council of Barcelona (Iberian Peninsula, AD 599) forbids subdeacons, deacons and presbyters to pay bishop or his clergy for ordination.
Canon 1
 
Ut cum ad officia ecclesiastica clerici provehuntur nicil pro benedictione aut subdiaconii aut diaconii vel presbyterii conlata quicquam vel sub oblationis nomen a quocumque episcopo vel ab eius clero inquiratur; illut domini Ihesu meminentes edictum quod ait: Gratis accepistis gratis date.

Canon 1
 
When clerics advance in ecclesiastical offices nothing shall be demanded from them by a bishop or anyone of his clergy neither for the benediction of a subdeacon, deacon or presbyter nor under pretense of an offering. They shall remember the words of Jesus the Lord who said: "Freely have you received, freely you give" [Matt 10:8].
