Canon 1 of the First Council of Orange (Gaul, AD 441) decrees that, if no bishop is present, a presbyter can anoint with chrism a heretic lying on his or her deathbed, if he or she wishes to convert to Catholicism.
[Titulum ex cod. M] I. De hereticis et mortis discretione positis.
[Titulum ex cod. A, R] I. Haeretici si in mortis discrimine positi catholici esse desiderant.
[Titulum ex Collectione Hispana] I. De haereticis si in morte discrimine conuertantur.
 
Haereticos in mortis discrimine positos, si catholici esse desiderant, si desit episcopus, a presbyteris cum chrismate et benedictione consignari placuit.

This canon is repeated in the so-called Second Council of Arles as canon 26 (25) (see Munier 1963: 119; e.g. [549]).
