Canon 7 of the Council of Turin (Italy, AD 398) decrees that no one should accept a foreign cleric, or dare to promote him to a higher position, nor receive someone excommunicated.
[Capitulum secundum cod. C] VI (sic!). De clericis alienis non recipiendis.
[Capitulum secundum codd. A et R] VII. Vt clericum alterius nemo suscipiat, aut in altiorem gradum promouere praesumat, nec abiectum recipiat.
[Capitulum secundum coll. Hispanam] VI (sic!). Vt alterius clericum non promouerat alter, nec abiectum recipiat.
 
VII. Neque illud praetermittendum fuit quod synodi sententia definitum est, ut clericum alterius secundum statuta canonum nemo suscipiat neque suae ecclesiae, licet in alio gradu, audeat ordinare, neque abiectum recipiat in communionem.

VII. Also, it should not be omitted, that which was made definite by the sentence of the synod, that according to the statutes of the canons no one should accept a foreign cleric, nor dare to ordain him (to a higher position) in his church, nor receive in communion someone excommunicated.

The Council of Turin gathered at the request of Gallic bishops and was chaired by bishop Simplicianus of Milan. The actual year of the synod was subject to a long scholarly debate, mainly because of the letter of pope Zosimos dated AD 417, in which he also mentions the Council of Turin (see MGH Epistolae 3.I.2) which according to him delt with bishop Brictio of Tours, who was appointed in the late 397. Hence, the Council of Turin was placed variously between 398 and 417. Currently, majority of the scholars agree on the date of 398. See discussion in Gaudemet 1977: 133-134. Most canons of this council deal with specific cases and not general issues.
