Gerontius was the bishop of Camerinum in Central Italy. We do not know where was the see of Philip. The first part of the letter, not quoted here, says the following history: there was a long vacancy after the death of the bishop of Civitanova Marche (Cluentum Vicus), and the people were unhappy with the candidate proposed by the neighbouring bishops. Therefore, Gerontius and his colleague, Philip, are charged by Gelasius with convoking all the clergy and people of the city to make a new choice. Eventually, the Deacon Gaudiosus was chosen (see PCBE Italie 1: Gerontius 5).
