Pope Hilarius says that irregularly ordained clerics, or those behaving badly, should be deposed by the council of bishops. Hilarius, Letter 8, to the bishops of Gaul, "Quamquam notitiam", Rome, AD 462.
4. [...] si quid usquam vel in ordinandis episcopis vel presbyteris aut cujuslibet loci faciendis clericis contra praecepta apostolica reperitur admissum, aut in eorum conversatione quidpiam reprobatur, communi omnium auctoritate resecetur in ea praecipue celebritate conventus, quae praesidente Christo Domino nostro et veneranda sit sanctis et formidanda perversis. [...] If it is discovered that something was done against the Apostolic precepts in ordaining bishops and clerics or making clerics in any place, or that something reprobable was found in their manner, let him be cut off by the authority of all [gathered] at the solemnity of this meeting, where Christ the Lord presides, and which is to be worth of praise for the saint, and frightening for the corrupted. Discussion:

It is interesting to see how bishops and presbyters are described as "ordained", and other clerics as "made".
