Canon 3 of the First Council of Narbonne (Gaul, AD 589) decrees that no prebyter should wander idly through the streets.
Canon 3
 
Nam et hoc secundum prischorum censura canonum finitum est, ut nullus clericus, subdiaconus, diaconus uel presbiter in plateis resideat; certe nec in plateis stare et fabulis diuersis conmisci. Quod si quis facere presumpserit, repellendum omnino ab officio et execrandum, si non emendauerit, et a communione et ab officio pribentur.

Canon 3
 
For it was also determined by the decree of the ancient canons that no cleric, subdeacon, deacon, or presbyter should wander through the streets; certainly neither he should stay in the streets and stain himself with various rubbish. If he dares to do so, he should be entirely removed (repellendum) from the office and detested. If he does not make amends, he should be deprived of both communion and office.

The First Council of Narbonne was called by Migetius, metropolitan bishop of Narbonne, and gathered six other bishops from his province. This synod was held on the 1st of November as the Third Council of Toledo (convened in May of the same year) has suggested that the provincial councils of the Visigothic kingdom should gather on that date. Migetius was indeed present at Toledo along the recently converted to Catholicism King Reccared.
