Canon 1 of the First Council of Narbonne (Gaul, AD 589) decrees that clerics should not wear purple clothes.
Canon 1
 
Hoc regulariter definitum est, ut nullus clericorum uestimenta purpurea induat, quia ad iactantiam pertinet mundialem, non ad religiosorum dignitatem, ut sicut est deuotio in mente, ita et ostendatur in corpore; quia pur<pur>a maxime laicorum potestate preditis debetur, non religiosis. Quo quisque non obseruauerit, ut transgressorem legis choercendum.

Canon 1
 
It has been decreed in accord with the rules (regulariter), that no cleric can wear purple vestments, because they are associated with wordly ostentation, not with ecclesiastic (religiosorum) dignity. For spiritual devotion should also be displayed in the flesh. Moreover, purple should above all be attributed to laymen wielding power, not to the clergy (religiosis). Everybody who does not observe this should be punished as a transgressor of the law.

The First Council of Narbonne was called by Migetius, metropolitan bishop of Narbonne, and gathered six other bishops from his province. This synod was held on the 1st of November as the Third Council of Toledo (convened in May of the same year) has suggested that the provincial councils of the Visigothic kingdom should gather on that date. Migetius was indeed present at Toledo along with King Reccared who had recently converted to Catholicism.
