Canon 5 of the Second Council of Mâcon (Gaul, AD 585) excommunicates everybody who does not pay the tithes.

Omnes igitur reliquas fidei sanctae catholicae causas, quas temporis longitudine cognouimus deterioratas fuisse, oportet nos ad statum pristinum reuocare, ne nos nouis simus aduersarii, dum ea, quae cognuscimus ad nostri ordines qualitatem pertinere, aut non corregimus aut, quod nefas est, silentio praeterimus. Legis itaque diuinae consolentes sacerdotibus ac ministris ecclesiarum pro hereditaria portione omni populum preciperunt decimas fructuum suorum locis sacris praestare, ut nullo labore inpediti horis legitimis spiritalibus possint uacare misteriis, quas legis Christianorum congeries longis temporibus custodiuit intemeratas. Nunc autem paulatim praeuaricatores legum peni Christiani omnes ostenduntur, dum ea, quae diuinitus sanccita sunt, adimplere neglegunt. Vnde statuimus ac decernimus, ut mos antiquus a fidelibus reparetur et decimas ecclesiasticis famulantibus ceremoniis populos omnis inferat, quas sacerdotes aut in pauperum usibus aut captiuorum redemptionem prerogantis suis orationibus populo pacem ac salutem impetrent. Si quis autem contumax nostris statutis saluberrimis fuerit, a membris ecclesiae omni tempore separetur.

Canon 5
 
It is proper for us to bring to their original state all remaining affairs of the Holy Catholic faith, which we know to have deteriorated due to the passage of time, lest we become our own adversaries when we either do not correct, or, what would be even worse, pass in silence those things that we know are subject to the power of our office. Therefore, the divine laws should be observed, which were [passed] to help the priests and the ministers of churches, that all the people are to hand over as a hereditary share the tenth part of their production to the holy places. Thus, unhindered by any work, [the priests and the ministers of churches] could be free to [administer] the spiritual mysteries at the proper time. These laws were for a long time obeyed by the Christian community in their pristine form. Now, however, almost all Christians seem to have become, little by little, the transgressors of those laws, as they refuse to fulfil what has been divinely sanctioned. Hence, we have decided and decree that the ancient custom should be once again observed by the faithful, and all the people are to bring the tenth part to serve the ecclesiastical [needs], by which the priests, allocating them for the use of the poor or for the ransom of the captive, will obtain through their prayers peace and health for the people. If someone wilfully disobeys our most salutary decree, he will be forever separated from the members of the Church.

The Second Council of Mâcon was called by King Guntram and gathered bishops from his realm, as well as those of Chlotar II of whom Guntram was a guardian. Therefore, in the proceedings presided over by Priscus, metropolitan bishop of Lyon, there took part the metropolitans of Vienne, Rouen, Bordeaux, Sens, Bourges, and Arles through his representative. Also participating were forty eight other bishops, including three without a see (among them Primatus, see [1528]), as well as eleven clerics of unknown names and ranks who represented their absent bishops. From the ambiguous account of Gregory of Tours (Histories, 8.7), we might presume that this synod was held on the 23rd of October.
