Canon 31 of the Third Council of Orléans (Gaul, AD 538) decrees that those who work on Sunday should be punished by the priest and not the lay authority.
Canon 31
 
This canon concerns the proper observation of the Lord's day, i.e. Sunday. Although some argue that on this day Christians should not travel, prepare meals, or decorate houses, the synodal fathers consider all this to belonging to the Jewish tradition and do not prohibit any of these activities. Christians should avoid, however, manual labour in the countryside, thanks to which it will be easier for them to go to church.
 
Quod si inuentus fuerit quis in operibus supra scriptis, quae interdicta sunt, exercere, qualiter emundari debeat, non in laici districtione, sed in sacerdotis castigatione consistat.

If someone is found engaging in the activities mentioned above that are prohibited, it should be left to the decision of the priest, and not to a lay judgement, in what way he should amend for his offence.

This council convened on 7 May 538 in Orléans gathered five metropolitans, fourteen other bishops, and seven presbyters representing their bishops. They all came from the kingdoms of Childebert I or Theuderic I. No bishop from the kingdom of Clothar I participated. Apart from the Council of Agde (AD 506), this is the only one from this period that gathered a metropolitan bishop from every region represented in the synod by a bishop or a presbyter. The council was presided by metropolitan bishop of Lyon, all of whose suffragans were present. Similarly, all bishops from the metropolitan province of Rouen attended the synod.
