Discussion:

Baetica probably indicates the capital of the province of Baetica – Corduba, which at the time had Hosius as its bishop; it seems plausable to argue that Hosius as a very active bishop would send someone to represent him. It may also be argued that Sabinus was a priest from the rural area of Baetica and therefore is only known by the name of his province and not the city.
